Fractions of a credit are carried on the account rather than rounded, so a discount is exact however small each call is.
Machines
A hosted notebook runs on a machine you pick, billed by the minute while it is up. Every paid plan includes 20 hours or more of CPU time a month — a Plus subscription comes with a machine, not just a seat — and GPUs are credits only, because one GPU hour costs more than the plan does.

Sessions suspend when idle and stop at their ceiling, so a tab left open overnight does not spend the month. A session stops when the balance runs out rather than running up a debt, and the instance behind it is destroyed either way — we are paying for it too.
What things cost
Every priced operation, in credits. Work that holds a
process — a hosted notebook, a long-running agent — is billed by
the minute for as long as it runs, and GET /v1/usage shows what
is running, what it has cost and how many minutes your balance covers.

Included usage is spent before credits, so a plan's charts are never wasted. Nothing is charged until an operation succeeds, a metered session stops when the balance runs out rather than running up a debt, and an agent run that produces nothing is refunded in full — base fee and minutes. Credits do not expire.
